Riverview Recruitment are delighted to partner with RFL Property Services to find their new Director of Estates & Facilities.

Formed in 2018 RFL Property Services (RFLPS) is a 100% wholly   owned subsidiary of Royal Free London Group (RFLG). Following formation RFLPS has embarked on a journey of transformational change in the way estate services are delivered within the NHS. RFLPS is now appointed to provide estates & facilities services to several NHS trusts across London and is seeking to employ portfolio directors of estates and facilities to work across a number of hospitals and their healthcare estate. This portfolio could include acute hospitals, elective and community hospitals and a range of other healthcare premises in community settings.

As Director of Estates & Facilities (DEF), you will contribute fully to the development of strategy and policy and is responsible for governance, performance management and oversight of estates and facilities across a portfolio of hospitals and health facilities to define and deliver a ground-breaking operating model for services that overcome traditional organisational boundaries and align across   the ICS and Provider Alliance for North Central London.

As a DEF you will be responsible to the COO, managing director and RFLPS board for developing and maintaining effective systems, processes, and capability to be the best intelligent supplier of operational hard and soft FM services across customer sites and to effectively manage the increasing regulatory requirement, volume, and service complexity to optimise performance capability, responsiveness and operational/commercial excellence.

To take responsibility for providing strategic and dynamic leadership to site-based heads of hard and soft FM services plus common multi organisation contracts leads, customer site leads, heads of service and operational teams for both in-house service provision, contracted out services and advising the PFI manager on all aspects of hard and soft FM performance levels pertaining to the PFI contracts. 

Be accountable for the efficient and effective provision of comprehensive and flexible client centred services for estates maintenance, resilience planning & management and facility support activities delivering safe, secure and fit for purpose environments across owned, leased and PFI premises in support of NHS Improvement best practice (e.g. PAM).

To support and advise the COO, MD, RFLPS board, other RFLPS directors, customer trust Executives, Divisional Directors, clinicians in the delivery of operations in line all statutory/legislative requirements within agreed financial and performance objectives so as to achieve long-term best value for the organisations whilst ensuring the provision of a safe and secure environment for patients, visitors and staff.

The DEF will be required to develop & implement policy relating to a safe and effective FM service which is wholly aligned to high quality infection prevention and control requirements, resilience, maintenance & replacement of plant, financial and resource management, quality improvement, monitoring of service delivery performance, legislative compliance, IPC standards and CQC.

The successful candidate will be an exceptional and passionate leader with a proven track record of developing and implementing property strategies across a diverse and complex estate, underpinned with proven operational expertise in leading and delivering a high-quality service. 

This pivotal role will require a formal professional qualification in an estate’s related discipline with membership of a relevant professional body. Positive, driven and a natural collaborator, you will possess excellent interpersonal and communication skills, and have commercial acumen with the passion and confidence to succeed in leading, driving change and inspiring others in the delivery of operations.

Education & professional qualifications

· Educated to degree level or equivalent

· Relevant Estates professional membership

· Relevant Masters level qualification or equivalent experience ad professional management qualification would be desirable.

Skills and aptitudes

· Proven ability of leading and directing multi-disciplinary design, operational and construction teams along with the ability to communicate clearly both verbally and in writing at all levels of a complex and diverse organization

· Significant demonstrable experience working as an Estates Director at a large, complex organisation

· A proven leader with proven multi-disciplinary estate strategy, engineering, construction, asset management experience

· Comprehensive knowledge of procurement options, contract management

· Ability to receive and analyse, interpret complex data, requiring intense concentration for extended periods
