Riverview are excited to partner with Royal Free London NHS Trust to appoint a new Infrastructure Manager in the growing senior management estates team. This role is pivotal to the trusts development plans and requires someone with excellent project history on diverse and large scale work.
The ideal candidate will have a proven track record working on replacement and refurbishment work on some if not all of the following; cooling towers, chillers, transformers, distribution boards. You will have autonomy on where and how to best spend the £10 million budget and be part of creating a 3-year and 5-year project plan.
Professional Requirements:
Educated to degree level with a chartered membership of a recognised organisation (CEng, RICS or RIBA) or similar with significant experience working in a complex environment. Knowledge of working on projects within an acute hospital environment would be desirable but not essential as experience in a critical engineering environment, for example; broadcasting or data-centres would suffice.
The successful candidate will report directly to the Director of Estates and have full line management responsibility for senior estates manager- Energy & Environment, BMS controls engineer, engineering IT network manager and Infrastructure engineer. You will also be required to develop excellent working relationships with operational and capital projects colleagues on all Trust sites and other directorate heads of service. Other lines of communication and support will come from close liaison with the DDCE, HoE and other operational heads of service, RFH/UCL Medical School, Consultants, Anthony Nolan Trust, Middlesex University, Camden & Islington MHT, Camden PCT. Utility suppliers, gas, electric and water regarding engineering infrastructure needs.
Key areas required to fulfil as follows;
COMMUNICATION
In conjunction with the Director of Estates to be responsible for the development of the Estates engineering infrastructure capital programme, outlining, monitoring and reporting on targets that achieve the Estates strategic goals
Cascade information on energy consumption, trends and legislation to team members, as necessary
ANALYTICAL SKILLS
Attend meetings with senior representatives throughout the Trust, as a means of developing and evaluating the quality of services provided and received appropriate to job function.
Through tendering and other appropriate means ensure optimal capital infrastructure procurement and provision of estates energy services across the Trust
Monitor performance against agreed contract service level agreement details. This will be achieved by using the information on service provision from the contractors and outside specialist advice to validate the information.
PLANNING & ORGANISATION
Where contracted services exist, to be responsible for overseeing and developing with contractors, levels of services appropriate to the agreed contracts and the needs of the Trust. E.g. Trust Energy Centre contract
Develop with and ensure that contractors provide performance monitoring and quality information to an agreed programme.
Ensure all work assigned to staff is carried out to good professional and technical standards
POLICY & SERVICE DEVELOPMENT
To lead on identifying and assessing engineering infrastructure risks associated with capital projects. Liaise with the Director of Estates to develop and implement strategies for the management and control of those risks Provide expert advice and interpretation to the Trust on matters regarding legislation as they apply to the healthcare estate infrastructure engineering and energy matters.
Ensure compliance with all Statutory Standards, Codes of Practice, Health and Safety Guidance, Health Technical Memoranda, COSHH, Building Regulations and NHS Executive Directives, relating to Estates Services.
FINANCIAL
Responsibility for the efficient use of the Estates capital engineering infrastructure budget. Provide regular reports and see that delegated capital budgets are efficiently managed and cost effective in performance
Compile and manage the Trusts annual engineering infrastructure capital programme for backlog and statutory works and provide regular reports on progress and expenditure to the Director of Estates.
