Riverview Recruitment are delighted to partner with RFL Property Services to find a Development Surveyor for their strategic development team.

RFLPS provide a range of property services to the Royal Free London NHS trust and is also starting to expand its client base, providing services to other trusts, such as West Hertfordshire NHS Trust.
In this role as Development Surveyor, you would play a key role in developing and implementing a masterplan for one of our largest and complex hospital sites.
Reporting to the Strategic Development Manager, you will be responsible for delivering a wide range of development projects across the Trust’s sites with a particular focus on Barnet.
We are looking for a tenacious and pragmatic Development Surveyor to join their property team at a time of real transformation and growth. This is an exciting opportunity for someone to join a team driving investment returns and improving the environment of our estate for the benefit of patients and staff.
You will be required to understand how to progress developments through all stages, commencing at defining the client brief, through to disposing of surplus sites and working with the capital team or third-party organisations to deliver specific developments, although the main work will initially focus on the early defining and planning stages.
The role requires a qualified surveyor with experience of development appraisals, development advisory, legal agreements, OJEU partner procurement, project management, acquisition and disposal work and town planning.
The main duties of the role are:
Driving value from the Trust’s surplus assets.
Managing project and programme budgets. This will include providing cost plans and development of any business cases / funding requests.
To work in a client-side role in devising and implementing property strategies.
To provide advice on scheme viability and feasibility.
To support the promotion and progression of development and property transactions – the front-end work through the design and planning processes.
Leading site options appraisals for new developments, acquisitions, or disposals in line with the project’s objectives. This includes feasibility analysis; taking account of any service model space metrics; development cost and value considerations; and preparing and applying scoring matrices to establish preferred option(s).
Regularly review the procurement strategies during key stages of project development and take appropriate action as required to meet project objectives.
Advising generally and contributing during procurement to establish strategic partnerships
Site master planning
Attendance at, providing and receiving information of a complex nature and presenting at various management groups and Trust Committees and Boards
Reviewing contracts, financial models, and technical reports.
Writing technical and sensitive reports/papers. Ability to write reports and present technical and commercially sensitive information to non-property groups to allow understanding from a non-technical perspective and to allow them to approve the recommendations provided to them.
Education & professional qualifications
Educated to degree level or equivalent
Chartered professional MRICS or equivalent
