We are delighted to be supporting RFL Property Services again to help them find an immediately available Estates Manager with an electrical bias to join their PFI contract and team at Barnet Hospital.
This role will be on a temporary - permanent basis and offer a 8b pay scale.
Formed in 2018 RFL Property Services (RFLPS) is a 100% wholly owned subsidiary of Royal Free London Group (RFLS). Following formation RFLPS has embarked on a journey of transformational change in the way estate services are delivered within the NHS.
Responsible to the Deputy Head of Estates & Facilities for the operation and maintenance of all engineering and building maintenance services at Barnet Hospital & associated trust properties. Including the HV/LV electrical power distribution network.
Ensures that Royal Free London NHS Foundation Trust, and its users are provided with a cost effective, technically sound and reliable engineering building services to retain the highest level of reliability for critical plant and services supporting all core business.
Responsible for management and monitoring of all in house and contracted out services, particularly managing the performance of the Hard FM Services contracts and PFI contract ensuring compliance with statutory standards and recognised safe practices.
Carrying out regular reviews, audits and reporting status of compliance, contractual KPI’s and escalation of non-compliant items.
Responsible for the implementation of working practises to ensure safe/efficient operation and maintenance of engineering plant and services by the use of Authorised Persons, Responsible Persons, professional engineers, technicians and trade staff.
Responsible for the safe operation at all times of both critical and non-critical engineering building services.
Responsible for interaction with departments and carefully planning any shut downs or interruption in-service with user groups.
The post holder will need to be capable of complex decision making and will be required to evaluate options throughout the maintenance process.
The post holder is expected to work within established maintenance procedures and follow recognised safety standards and will also be expected to provide first line emergency ‘out of hours’ on call services to support the shift maintenance team and to attend to a range of urgent/emergency duties within the limits of their skill competency and respond independently without routine supervision.
The post holder will be required to plan and organise a broad range or complex activities for a range of building and/or engineering building services such as minor building works, flooring repairs/replacement, structural issues, ventilation, medical gas supply, power, fire alarm, etc. that will impact upon the Trust, its infrastructure and ability to provide support to patients.
The Post holder is required to access occupied wards, restricted, confined and physically uncomfortable areas such as plant rooms, roofs, ducts and voids for inspection purpose. Also required to access areas of potential contamination and clean areas such as laundry, laboratories, decontamination rooms, operating rooms, clinical areas etc.
The Post holder will be required to operate at all Trust Locations as required. Post holder will be required to have the ability to access all parts of the estates during inspections and site meetings. Some areas will require personal protection equipment (PPE) to access such as plant rooms and workshops.
EDUCATION & EXPERIENCE:
Degree in Mechanical, Electrical or Building Services Engineering or equivalent.
Degree or Post Graduate Diploma in Management or equivalent.
Proven experience managing a large team of technical, skilled and unskilled staff.
Extensive technical knowledge of Building, Mechanical or Electrical Plant & Equipment.
Experience of managing large budgets and delivering services within budgetary limits.
Experience in drafting processes and policies for department approval.
Experienced team leader.
Successfully leading change management across a large and complex staff group.
Detailed knowledge of other relevant current legislation/guidance and associated statutory requirements.
Detailed knowledge of the structuring and maintenance of computer based PPM schedules.
